A severe thunderstorm warning is in effect for Toronto as flooding and power outages have been reported in the north and west ends of the city.
A tornado watch was also in effect, but it has since ended.
Toronto could see strong wind gusts and between 50 to 70 millimetres of rain over the next hour.
Police have reported several areas in the north end of the city are flooding, including near Keele Street and Lawrence Avenue where someone was reportedly spotted in a canoe on roadway.
The area around Weston Road and Humber Boulevard is expected to flood within the next 30 minutes as Black Creek has broken banks in several places. Townhouse in the area may need to be evacuated.
Toronto Hydro has also reported scattered outages across the city due to the storm and strong winds.
Drivers are asked to avoid low-lying roadways due to the rising waters.
